Could fall within any of these universities?

I am a freshman at a small liberal arts college. I want to transfer to another university at the end of this school year. The universities I'm looking to transfer also Syracuse, Villanova, Georgetown, Louisville, Ohio, Indiana, Penn State and Minnesota. In high school I had a 2.9 cumulative gpa, 1600 sat 930, and an act of 18 (not very good). My freshman year I'll finish with an average of 3.5 though, so Ive approved.I college credit will be 27 later this year. I am a very good athlete (the main reason I got into the I am currently out college is my running). I was in America for my sport in high school too. I compete in sports but not a major sport as basketball or soccer. Would you be able to enter any of the above schools the next year?

I would say that you have the opportunity to enter some of them. The probability of entering Georgetown is practically nil. Penn State, Syracuse, Villanova and Ohio may be a stretch, maybe you can come to Minnesota, Indiana, probably, and definitely Louisville. You have to understand that you want to go to the best schools and best level school level usually but only people with a record level.
